Hello
If this is indeed for 1 item only, then Virgil is right. There are numerous entries in the KB part regarding OIOM errors. It might be there is aGPO restricting access/use of PST files. downloading an item requires the possibility to create a temporary PST.
See https://www.veritas.com/support/en_US/article.100023825

Error 0x80040116 indicates that there is some issue with the file you are trying to access.
I would recommend doing a reset of the Vault Cache and see if that helps.
If this helps, make sure the Vault Cache location is excluded from Antivirus scanning.

Hello,
Which EV server Version is this (11.0.1 from Logfile, never mind), and on which OS is the EV server running?
It *might* be an issue with memory. This article has the error. It is for CO or DA, but might indicate the same for your issue. https://www.veritas.com/support/en_US/article.100001819
If you google Error 0X80040116, you get "is an error message that Outlook generates when it fails to access an Outlook PST file"
Has a GPO been configured to prevent PST usage/creation?
Have a look at this link below. It is for EV12.1, but valid for 11.x also.

Is ther PST Registry keys for the users machine or the server ?
Also must they have that GPO created ?

Hi
Also when i create any profile on the EV server - it works correctly when you double click on any item - only from the users workstations it does not work .
They do not have the GPO confirgured as well please advise
Thanks

I am out of options. I do not see if you tried applying registry keys etc. Testing with the VSA is an option, as that most likely does not get any GPO's. It is up to you to investigate the difference.
What happens if you create a new user in AD all together, using a new machine? Did it work before, what (MS) patches have been applied? did you move to O365, any other change in your environment?
Can you upgrade to EV12.5.x (which is the latest version).
