Can you elaborate on that?
I'll tell you about my experience, until last year, we had
- Enterprise Vault 11.1.5 installed on Windows 2008 R2 archiving Exchange 2010.
Then we upgrade to
- Enterprise Vault 12 installed on Windows 2012 R2 archiving Exchange 2016/9. (there is no upgrade path from v11 to v14)
And finally
- Enterprise Vault 14.1 installed on Windows 2019 archiving Exchange 2019.
I don't have any experence File System Archiving but the Enterprise Vault™ Compatibility Charts say EV 12 FSA agent can be install on a windows server 2012

But I have a windows server 2012 and the last version supported by this os is 8.62.

I had created a ticket at carbonite to ask them the question and they told me that the last version supported by windows server 2008 R2 is 8.62

Check for you self https://www.veritas.com/content/support/en_US/doc/ev_11_Compatibility_Charts_00 enterprise vault 11 is support in windows server 2008 r2.
Any way, I don't think you upgrade directly from 7 to 11, and in one of those upgrade you might have to change to x64 architecture

I removed this post prior, but I do not think the version numbers you are using are EV versoins. EV versions have a format of M.m.BBBB.R and 7.0 versions looked like 7.0.NNN>>>>
To help a little more there was a major change in 7.5 which was also named after the year of release (2007). 8.0 came after .
I have attached the 7.5 sp6 upgrade guide to see if it helps.
I am sure you have your reasons but this is fundamentally a really bad idea as neither OS nor EV are supported anymore in a land and era where zero day exploits are the phrase of the week.
