We had Expiry/shortcut process run against our mailboxes inadvertantly over the course of three days..
Can I restore from Enterprise Vault backup just the specific date Ranges of items back into the vault.. and then use some utiltity to create shortcuts for these items in Exchange?

I dont believe so.
When expiry runs it removes all enteries from the database, deletes the content from the indexes and deletes the files that were archived.
Doing a restore means you will loose an new data added to the archives since the backup date,
The only way i think you can retrieve the data is to do a restore on a seperate enviroment of the mailboxes and extract the data you need into PST files then import the data from the PST files back into the archive
