FSA Data Collection is enabled and scheduled, but the Reporting Scan never starts - unless it is done manually

I have EV 8 SP3 running FSA against a single file server.  Reporting shows On, but the only way to actually get it to run is to do it manually.  How can I tell what is keeping it from running as scheduled?
