Due to some ongoing issues with placeholder recall performance in our EV environment, we've recently changed our FSA archiving policies so that we're no longer creating placeholders, and essentially have a "copy only" archving scenario. Do we need to be using safety copies at all in this situation since the original file remains in place?

Hi Darin,
If you are not using placeholder files then there would be no need for safety copies as the original file will still exist.
Is this a Windows\NetApp\Celerra recall issue?

That's what I thought. I just wanted to be sure.
It's a Windows/Veritas issue. We've had a ticket open with Veritas since September. Lot's of back and forth with/between Microsoft with no solution in sight, so we recalled everything and are now starting over with a copy-only strategy until a fix become available.
