How Journal Archive license reuse after deleting archive users from journal database.

Customer having query regarding Journal Archiving licenses. If customer having 100 users in journaling database and it enabled for archived, after some days if 10 users move out from oragnization and 10 users add after some time, how licenses get counted 110 or it remain same 100?

How can it validated or any technote which explain this scenario.

Enterprise Vault Journal archiving is licensed per user actively being journaled by Exchange and therefore captured and archived into EV.

So, in your example, if 10 people leave (and are no longer being actively journaled in Exchange) and 10 people join (and are now actively being journaled in Exchange) then the overall number of people requiring EV journal archiving licenses remains the same.
