How can there be mailboxes that have entries in the EV database, but which are not in any provisioning group?

In particular, when my default provisioning group is "whole exchange organization", how can there be mailboxes that are not ina provisioning group?

It appears that this is preventing the Exchange Archiving Task from processing any mailboxes.

One a side note, what is the procedure for creating a mailbox Archive for "miscelaneous" or "departed users"?
