How to disable archiving for the individul folder on Exchange 2003.
I am trying to exclude some Outlook folders from archiving by Enterprise Vault.

For OL 2003 if the users have the Full DCOM client and the overall lock isn't checked and you don't have client behavior set to HTTP then yes, users can do it themselves by right clicking on the folder, choosing properties, and setting it to do not archive
However, right now OL 2010 doesn't have those options.
So, that being the case you may have to go with EVPM until full functionality is added to OL 2010 in a future client release.

Look up EVPM and set a do not archive rule on that user(s) folder(s)

I was hoping to avoid scripting. Outlook Add-on guide states that it can be done on through the Outlook by user.

As stated already, what you would need to do is to use EVPM so its set to Do Not Archive.
As tony states you need to using the Full DCOM client and Outlook 2007 or 2003
For Outlook 2010 ONLY the HTTP client can be used, so you dont have the option of changing individuals archiving settings.
The way you can check is if you go to Help -> About Enterprise Vault
It will have the version number followed by DCOM or HTTP....
DCOM meaning its the full RPC client, HTTP meaning its set to http mode.
HTTP can be set a number of ways
1. By only installing the lite HTTP client
2. By the users Desktop Policy via the Vault Admin Console
3. By the user having Outlook Anywhere or RPC over HTTP enabled within Outlook
But honestly, if its important for users NOT to archive in that folder, would you really trust them to set the Do Not Archive attribute themselves? with EVPM it would be at least forced.
Also note that in Outlook 2010 and the EV9 client as it stands, you cannot select a folder and hit store in archive, but still users can do a select all and store in vault, the Do Not Archive policy will not stop users from being able to manually archive or drag and drop items in to virtual vault if you have that enabled

Outlook Add-in behavior is set to Normal on Desktop policy.
but when i check Outlook client it say HTTP client is in use

i have only one policy. i checked that RPC over HTTPs is not used. and it is my personal mailbox.

FYI Your client log file says :
21/05/2011 18:11:31.659[2088]: Enterprise Vault Client 9.0.2.1061.0 (HTTP)
So your users won't have the ability to set "Do Not Archive" on folders on their own.
