There is are no ways to do it through EVPM or Powershell, but it has been requested a number of times.
The way i had to do it was to use the ECM API to extract the files from EV and then import to a PST via Redemption, so the VAC is the only viable option

Not sure if you can select multiple mailboxes at a time, but this is how you can export a mailbox archive to PST:

Use the Export utility to export the items from the archive to PST.

a. In the VAC expand the Site container.
b. Right click on the Archives container and click on Export.
c. In the Export Archive Wizard select Export Archive to PST and click Next.
d. Select List all available archives and click Next.
e. From the list select the archive that is to be moved and click Next.
f. Select Export all items and click Next.
g. Enter a valid folder path and click Next.
h. Click Next on the remaining dialog boxes to select the default settings and complete the wizard by clicking Finish.

Yes, you can export multiple mailboxes at same time. Just select the multiple archives.
