Not at a machine, but I know EV stores the flag status in the DBS (dontthink it's index though) I would just simply use outlook spy, set it to Watch mode and then hit the flag and see what gets updated But you're right, nothing can stop the manual archiving :\

I think custom filtering maybe your only option

To be honest, I'm not even sure you can do it with custom filtering...  Which MAPI property is the "flag"?  I have a feeling it's on the item list in the folder, not on the item itself (in which case it's not possible).

In addition, even with a custom filter, I still think a user will be able to manually archive an item.

What is the use case where you wouldn't want these items to be archived?  You'll get to a situation where you'll have a folder with many of these, possibly with large attachments, 6-12-18-24 months old, or older, and they won't be being archived... consuming space.
