IS EV 6.0 not support the Windows Service Pack 2 ,I have installed it but mmc have problem....Tool button

No it is not supported and this si a common issue that occurs when it is installed.  I would recommend that you roll back to Service Pack 1 for the moment.

I would not recommend rolling back..win 2003 sp2 will be supported in about 1 week - also there will be hotfixes for the mmc no tools issue for v6sp4 and for v7sp1 shortly thereafter too.
 
As a work around in the meantime you can install the EV admin console only on a workstation or other pc that does not have win 2003 sp2 - if you log on with an admin account you can do all the EV admin tasks from this machine :)
