Importing PST Files

I'm setting up a lab environment and would like to import some production data.  I'm trying to import a PST file into a Journal Archive, but when I select the Journal Vault Store as the location that contains the archives to which I want to migrate the PSTs, it says there are no archives in the Journal Vault Store and to select another vault store or create some archives.  My journal archiving is working like a champ so no problems there. 

Is it not possible to import a PST file into a Journal Archive, and importing works ONLY on mailbox archives?

Exact Error Message
The PST migration failed because mailbox 'journal' has not been provisioned.
 
Details:
Overview:
Enterprise Vault 7.0 and 2007 use a Provisioning Group to determine available mailbox archives.  This prevents the Enterprise Vault Policy Manager (EVPM) from allowing the import of a PST into a Journal Archive.

An Event ID 6999 will be generated:

Event: 6999
Type: Error
Description:
The Personal Store (PST) migration failed because mailbox 'journal' has not been provisioned.
Check the mailbox is in a provisioning group, run the provisioning task, and then try the migration again.

Solution:

Option 1
Create a shared archive to import the PST.
In the Administration Console, expand Enterprise Vault | Directory on.. | SiteName | Archives | Shared

Option 2
Copy the contents of the PST into the Journal Inbox.
This can be done by either drag and dropping the messages from the open PST or, using the Outlook Import/Export feature.
