I have EV 9.0.2 on Windows 2008 R2, a some user with the Mailbox archive, just archive the sub-folder, but the Inbox dont archive nothing, this users with this isue were restored.

If the items have been restored from the archive, they won't archive again until the archiving policy takes in effect again for those items.
You can have EV ignore this by setting the IgnoreEVDates registry key as per this technote - http://www.symantec.com/docs/TECH76532 - set the IgnoreEVDates regkey to 3.

Also worth checking if the user can manually archive any of those items in the Inbox.

i did the IgnoreEVdates change in the Registry i still the problem, i wont remeber you the problem is just in the Inbox folder, the other sub-folder archive fine, and the user can archive manually the inbox items, add any files from the archive task report

Do you use the Outlook DCOM Outlook Addin? If so, right click on the Inbox and see if the EV folder properties show that the folder is set to "Do Not Archive"...
Or you could do a dtrace of the archiving task on that one user.
