Mass restore items or move items to other Vault?

Hello,

Maybe someone can give me advise on this:

We have the following situation:

In our company we use a email archiving system that is used by people to archive/store mails from their Inbox to a public folder accessable by their department.
What happened now is  that people have archived items this way that were already archived by EV. (we have an update now that keeps the other archive tool from archiving EV shortcuts btw)
Now those shortcuts are stored in the departmental public folder and no-one has access to those except the people which mailbox the mails came from.
We have 1 separate Vault were all departmental emails are stored from this department's public folder. The complete department has access to this Vault.

What we need to accomplish now is move all those items which are in the wrong Vault (some persons pesonal vault) , to the departmental vault . And off course the shortcuts need to work afterwards.

Is there a method to do this? maybe there is a tool for this kind of tasks? We're talking about around 1500 e-mails.

Or is the only solution to give 1 user access to all the vaults of the department members --> restore all the items to a folder in this users mailbox --> move the items to the public folder --> store them in EV so they end up in de departmental Vault.

Your advise is appreciated!
