Move into EV then upgrade to Exchange 2007 or upgrade Exchange and then install EV?

We are currently running Exchange Server 2003.  We are trying to decide which option is better, or if it even makes a difference.

Would we be better off upgrading to Exchange 2007 first and then setting up Enterprise Vault or Setting up Enterprise Vault to work with our 2003 server and then upgrading to Exchange 2007?

Once you setup your Exchange 2007 infrastructure you will need to move your mailboxes to the Exchange 2007 server. If you have the luxury of time to do the migration then the mailbox size is not much of a concern.
 
Here are the areas that may be of concern.
 
If you move the mailboxes when they have not been archived then your new 2007 stores will grow. If the items are already archived then the mailbox move will be fast and the stores will not have a large initial size.
 
I'm sure other admins may comment on other concerns.
 
If you do not care about the size of the store after a full migration and the time it takes to move the data in each mailbox then wait and install EV afterward.

We think that we will move things into the vault from our existing Exchange 2003 server and then upgrade to 2007, so that we won't have to do an offline defrag of the databases to free up all of the extra space.

We will have Exchange 2003 on one server and Exchange 2007 on a different server.  How exactly does one make that migration when Enterprise Vault is involved?

1. Disable the mailboxes in EV.
2. Setup EV archiving task for the new servers.
3. Migrate
4. Synchronize the users on the new server. You may have to run provision but they should already be provisioned.  You may want to run provision in report mode anyway.
