New search showing for some users without upgrading the search.

I am on EV 11.0.5 CH5 and still using old web apps for search and archive explorer.

But some users are missing archive explorer option and new search is showing when accessing search vaults.

Browsing the Archive Explorer URL directly also takes me to the new search page.

Even though on site level the search has not been upgraded.

Is there any other level where search can be upgraded on?

Yes, you can also introduce users to the new search in a more granular fashion using the Search Provisioning Groups (under the Client Access section of the VAC) to assign Search Policies. A user who is assigned a Search Policy in this fashion will use the upgraded search regardless of whether the "Upgrade Search" button at the Site level has been clicked. This allows you to roll out the new interface to users little by little in a controlled deployment.
