Is there a setting in the EV console that will send a notification to users in Outlook when their vaulted e-mail is about to expire under the deletion policy?

Thanks!

unfortunately not, the best thing you have available to you is to show the expiry report button via the desktop policy and that will give a list of emails retrieved from the index that will be expired on the next expiry run

Will there be any messaging to the clients in future releases?

highly doubtful, there have been numerous requests for more transparancy on whats deleted when Expiry runs
currently the expiry report is just start, finish, which vault store it processed, and then how many items in each retention category were deleted

Other people have requested slightly more reports to say numbers per archive, some people want complete transparancy like a report that shows the message details of each message deleted

I don't know the progress of any of those suggestions, would suggest posting something in the Ideas section or finding other previously submitted suggestions and upvoting it, or simply talking to your sales people or anyone at symc that would listen to. Just beware you'd need a strong business justification for it, and why things such as the expiry reports aren't good enough etc

wouldnt the script need the API license because you're going to have to reference the index like the Expiry Report, right?

Also doesnt that kind of functionality lead to the possibility of over retention, i,e messages that by corporate policy are meant to be gotten rid of after X amount of time, if the user knows that a message is coming up to be deleted, they can then go and get a copy of that message thus breaking company policy?

that depends.  The script is just an idea to be honest.
