PST Import possible into an archive without associated mailbox?

EV8.0 and Exchange 2003 environment.
I have a PST belonging to a user who has an archive, but is long gone and no longer has an AD account or Exchange mailbox. How can I add this PST to his archive? An import fails because it says the mailbox has not been provisioned. A scheduled PST migration will fail for the same reason. Any way to do this other than to temporarily create and provision a mailbox for this user?

The only way I think is probably as you suggest. Annoying but guess never been done as not usually required. Unless anyone else out there has any ideas.
