I have looked for tech note for an "official" confirmation of this scenario but cannot find one. The behaviour displayed is - we beleive - entirely normal - but I have to give an official report to our client - so was hoping for someone from Symantec to possibly give me a brief paragraph on this.
Users set a mail to Pending in the Inbox, they then move the item to another folder and the pending icon remains as pending. All other archiving functionality of the mailbox is fine - so we have gone back to the user after some testing to re-educate them on how to perform the required action - ie move the item first and then archive it.
Unfortuantely - this has not been very well accepted - so am looking for an official Symantec response I can pass them. Could someone quickly jot me a response I can go to them with??

I think you need to log a case with Symantec in order to get the "official" words from Symantec, also you will have a case number so that you can present it to your customer.
Being an ex-Symantec EV engineer this is probably the most suitable way to resolve this.

As JW2 said, this does state this in the Pending form text. We are changing this text slightly in the next scheduled release (9SP3) to give a little more info - nothing much but just some more clarity.
