Provisioning Group Error

I have a provisioning group that has ~ 3000 recipients in it. Only 1300 of these are enbabled even though the  Provisioining  Group is set to to auto-enable.

I looked at the exchangemailboxentry table and I can see the users that are not enabled. Any idea why this might be happening?

Its actually the archiving task that enables the users, the provisioning group just flags them to be enabled.

So next time your archiving schedule kicks in, they will enable at this point

This probably explains the issue. We are having trouble with archving (a different subject) and it only gets through ~ 1300 recipients (believe it or not)
