ReUse File Blocking Rules

Hi, I am using Enterpsie vault 11 file blocking policies. When I create a new policy it allows you to create new file blocking rules. However, I can see no way of doing the following (unless I am going blind!):

1. List all file blocking policies
2. Re-use previously created policies for new shares

 For example, If I go to the propereties of an exisiting policy I only have the option to select the file blocking rule I created when creating the policy:

This is normal behavior, the blocking rules can be created under a an archiving policy only. You can create as many rules as you like inside a policy.
