expiry is at the site level so i dont think this is possible. if this is a critical requirement, a workaround would be to set all your other archives to "do not delete" and then run expiry but that might be too much effort for what you're trying to do.

You can disable/enable expiry on a user basis either through the advanced properties on an archive or via Powershell, but Andy hit the nail on the head, just disable everyone except the one user you DO want to enable
