Unable to archive eligible messages - how to fix?

I have a single mailbox that will not archive eligible messages and I dont know how to fix it. This is how I caused it:

  1. user's vaulted data was accidently deleted.
  2. I disabled her Vault account. (so no archiving would take place during restore)
  3. I restored her messages from Exchange backup (message by message... slow and painful)
  4. I deleted the shortcuts in her mailbox (since they were no longer valid).
  5. Once the user's messages had been restored I re-enabled her account for archiving

Now I notice the restored messages arent being re-archived. New mail is being archived but how do I get the Vault to archive these older messages?

What happens when you do a Run Now in Report Mode?  What does it say?

You could try to set the IgnoreEVDates key to 3:

So I should mention that I restored these messages just over a year ago.
The policy should archive messages after six months.
 
In report mode I see:
 
Mailbox state
Enabled
 
No of items ready to archive
0
 
No of messages that would be archived
0

So is anything being archived for this person?  Based on the report nothing is eligible.  You might need to do a run now in normal mode and dtrace Agent Client Broker.
