Unable to enable one user for EV.

I am receiving the same message that is listed in the below support article, which is stopping a single user from being enabled for EV. Can someone tell me where the registry key is supposed to be added? EV Server? Client?

I spoke to tech support on this and there was an entry for a an old user with the same email alias in the sql database. They had me move that entry directly from SQL. I didn't feel like the rep I was talking was that confident with what he was doing. That being said, I was able to access the old user's vault and enable the new user after doing so. Does the reg key end up doing the same thing?
