Unable to stop or delete Indexing tasks

I am running EV 10.0.2 in a HA enviornment with VCS replication to DR site.

I can create a new task (i,e, rebuild a mailbox index) successfully.  However the task just stays at an inactive state, and the index administration task stays at processing.  never changes, and the task never begins processing.

When trying to stop or delete the task or the subtask the following error is generated:

"The subtask for archive <archive> could not be stopped. Reason: 0x8013150b"

We have reassigned the service account to the enviornment, removed and reinstalled the indexing binaries, all to no avail.

Any help, thoughts or ideas are welcome.
