If I've EV 9.0.4 on Windows 2008 then can I perform an inplace upgrade to 10.0.3
EV 9.0.3 is on x64 version.

Do you mean Windows 2008 R2 x64?
If so.. then yes. [Upgrade instructions are with the media and should be followed].
I'd also advise running the EV 10.0.3 Deployment Scanner (just install it, then run it) and see if it detects any other issues.
Finally I'd recommend the 10.0.3 Cumulative Hotfix 1:

You can go straight from EV 9.0.3 to EV 10.0.3 using the server setting migration wizard.

hmm, if it's on the same server, and on W2K8 R2 already ... the OP can in-place upgrade though, right?

I must have misread his post. I thought he means he has EV 9.0.3 on a seperate server.

Yes, just be sure to run the EV 10 SP 3 deployment scanner. It will flag anything that would need addressed. Then after you upgrade be sure to apply the CHF as Rob mentioned above.

That sounds great !!! So I should not use the Server setting wizard for migration it will simply be normal upgrade

no, you don't need the Server Setting Migration Wizard for an in-place upgrade, only if you are changing servers.
