Upgrading to 9.01 - error 7 regarding EvAzUtil

We get this error on  EVERY upgrade we do until now. We're upgrading from 8.0SP4 to 9.0SP1

We know how to fix this (look for the below line, and you get a link to the technote), but I was wondering if anyone else has seen this?

Error =

Error launching EvAzUtil utility in order to upgrade the roles-based administration database. Error code: '7'

I had the same identical problem when upgrading from 8.0.5 to 9.0.1.

yup, each server i had had that issue, copying the XML files worked, i'm actually sure every customer gets it, its been an issue ever since RBA was introduced
