With reference to a previous discussion, there IS a solution:-

Try adding a REG_DWORD registry entry 'ExchangeSecurity' in the following location on the relevant Enterprise Vault server. Set the value to 1.

in the post you reference, he asked if its possible to prevent the user from moving the shortcuts to other mailboxes. are you saying this regkey does that? OR, does it disable the security that prevents a user from opening a shortcut to an archive that they do not have permission to?
