What exactly are you asking?

Do you have an onprem EV, which you want to use to archive Journal Mail from IBM Cloud? Do you want to archive usermailboxes from IBM Cloud?

In general, if you have EV11/12, you can use SMTP archiving to perform Journal Archiving. This does require the ability of IBM Cloud to specify a targetsmtpaddress for Journaling. You might want to talk to a Veritas EV Partner to understand the specifications.
