What is the Purpose of the EV Outlook Folder 'Invalid Journal Report'

Running EV8 SP4 and Exchange Journaling (Envelope).  Some messages are being sent to the 'Invalid Journal Report' subfolder in Outlook.  The Administrator Guide explains other subfolders (e.g. Failed DL Expansion, Failed to copy, etc.) but not the Invalid Journal Report folder.  What is the Invalid Journal Report folder used for?

This technote explains one of the reasons items could end up here and discusses a little bit of the logic EV uses to determine an invalid message:

There were only a few messages in this folder until today when one of our mailboxes reached its quota and started generating 'Delivery Status Notification (Failure)' messages.  I have about 15,000 of these messages.  When an item fails to archive it does generate Event ID3375 similar to what has been documentated in TECH155400 but the body of the event reads:

 

No further attempts will be made to archive this message. The message has been moved to the 'Enterprise Vault Journaling Service\Failed to copy' folder.

One thing odd about this message is that these items are not moving to the 'Failed to copy folder' instead they are going to the 'Invalid Journal Report' folder.  Maybe it is just coded as 'Enterprise Vault Journaling Service\Failed to copy'
