Hi;
We have an EV server installed on windows 2003 server and the version is 9.0.1. Sql also installed on the same machine
We want to move it to a new windows 2008 server and also want to upgrade the version of ev to 10.0.2
Is the following steps are okey for our envirement.
1. upgrade the old ev to 10.0.2
2. add the new ev as an additional EV server to the site
3. move the archives to the new site
4. after all the archives moved Move SQL databases off EV to the new server.
This is an urgent issue. Are there any body to help me?

If you want to upgrade to EV 10 you will have downtime, no way around it. The best way forward in my opinion is Enterprise Vault Server Settings Migration wizard and the TN for moving SQL.

you can use Server Settings migration wizard to go from EV 9 32-bit to EV 10 64-bit. Save yourself some time and hassle.

Are there any neccesary for the old EV and the new one is the same version.
Or can we directly migrate form 9.0.1 to 10.0.2.

You would just have your old Windows Server 2003 x86 wit 9 SP1
Then you'd install your EV 10 SP2 on the Windows 2008 R2 x64 and make sure all the pre-requisites have been met (IIS, MSMQ, Outlook etc)
Then you'd run the migration wizard on the old 9 SP1 server, it will then disable the services etc and produce a file, you copy the file across to the new machine, run the wizard and specified file produced and start the services and it will then perform the upgrade automatically
It will also alert you when drive letters and such are not aligned for the vault stores and indexes
Also you will have to update your DNS entries to point your EV Server Aliases at the new machine etc

The SQL server database locations are written into the databases so you would need to run through this technote:

either before or after the EV migration takes place in order to relocate the SQL components. Just dont do it at the same time. The migration wizard will not do this bit for you (but it will allow you to reconfigure storage locations if they change between servers)
You never stated which version of SQL you are on. EV 10 removes support for a couple of versions (SQL 2005 sp1, SQL 2008 sp1). This may determine if the SQL data is moved before or after..

Instead of migration, becaue my customer didnot want any down time. Is it possible to the following.
1. Install 10.0.2 and SQL on a new machine
2. create a new site
2. add the old server as an additional EV server to the new site
3. Configure the provision group and policies as old server
4. move archıves to the new server and then start archıving.
is it possible without and old sql data trasfered.

No, you can't do this. The scenario you are describing only works if you use move archive to move from the old site to the new site. You need the EV server in the old site to be able to do this.
I'd never advise this for such a simple environment. It's a waste of time.
You would be better stopping archiving (setting read only) and all other data changes (see the x64 migration guide)http://www.symantec.com/docs/TECH141481
Running a DR on the new environment
Create a hosts record on the new server so it thinks that DNS os ok
Reconfigure the databases on the new SQL server
Run the upgrade on the new server (which is pointing at the new databases)
Reconfigure DNS ..wait for the TTL to expire on the clients and turn off the old EV server
Make Enterprise Vault read-write again.
Almost zero downtime...and no faffing with move archive.
