owa archive retrieval - exch 2010 to exch 2013 upgrade

Dear Friends,

I have a requirement in which my customer is upgrading Exchange 2010 to Exchange 2013. As part of this I understand that we need to move the VSA from Exchange 2010 to 2013 and also run the scripts (throttling and permissions). My question is that once the VSA is moved to Exchange 2013 and Office Mail App is enabled, can users who are still on Exchange 2010 access archived emails using OWA? The reason this is relevant is because of the nature of the company that is spread across multiple locations and large number of users, it will not be possible to migrate all users at once to Exchange 2013.

The EV server version is 11.0.1 CHF3
