When it is disabled the tray icon has a small cross on it.

If the cross has disappeared after about 10 seconds (or certainly when everything else has loaded) then Norton is running fine.

The message is generated by XP during the couple of seconds it takes Norton to fully start. This is normal and you should not worry them.

Only worry if the cross on the Norton icon does not disappear.
