"collecting error log" problem

hy all...

I'v got an error during intallation NAV 2009
that when "collecting error log" (a step of installation)

when collecting error log proses is running, a notepad.exe appeared (with no notes in notepad) and show a dialog like this "cannot find file name n directory" then I click "ok"
but when i see norton installation proses , i get no proses there (i also wait this proses for 4hours)
2 months before this, I'v install NIS 2009 but i don't find this problem

As per my knowledge it was the issue with the software pakage. there was some file missing in it. I never faced such problem but have heard from others.
