Any limitations of LUN masking to veritas netbackup appliance 5240 for SAN VMWARE backups. since am able to see 31 LUNS out of 198. please provide your needful inputs.

The Linux defauls on the Appliance allows much more than that.
The Linux version on the Appliance should be 6 or 7.

According to this URL: https://access.redhat.com/solutions/3292
RHEL5,6 default : 511 luns
RHEL7 default:16,383 luns
So, if you cannot see all VMware LUNs on the appliance, you need to double-check lun masking as well as zoning.

however in my case we are using FC. could you help me if there is any limitations here.

One more thing - you may have noticed that FC disks are still seen by the OS as 'sd' devices.
sd stands for SCSI disk.
Same with FC tape - presented to the OS as st (scsi tape) devices.
FC disk and tape are still presented to the OS as SCSI devices.
Lots of useful articles on wikipedia and other sites.
Look for SCSI over Fibre Channel Protocol (FCP).
