Hi sdo - The solution is documented on Tech Note TECH216980 but this technote has not yet been externally published, it can only be viewed internally by the TSEs...see the cause & solution below:
Cause
The nbappdbsrv process was not running:
nb5220-01:/ # ps aux|grep nbappdb
root 7446 0.0 0.0 4344 768 pts/1 S+ 11:23 0:00 grep nbappdb
nb5220-01:/ #
The nbappdbsrv must be running as this is where the CLISH looks for the PDDE password instead of /usr/openv/runtime_data/pdde.p in 2.6.
Solution
Start the nbappdbsrv process:
nb5220-01:/ # /etc/init.d/nbuapp_db start
nb5220-01:/ # ps aux|grep nbappdb
root 7499 2.7 0.6 1335256 23488 ? Ssl 11:23 0:00 /opt/NBUAppliance/db/bin/nbappdbsrv @/opt/NBUAppliance/db/conf/server.conf -hn 5
root 7571 0.0 0.0 4344 784 pts/1 S+ 11:24 0:00 grep nbappdb
@ Marianne, no changes/modifications were made on the OS files.

I have seen this but I don't recall what causes it; you'll want to open a support case. They can help you resolve what's happening. It's normally not a difficult thing to deal with if I recall correctly.

Hi Bongz - would you be willing to share the solution? Thanks.

Has anyone tried to modify files at OS level?
The command (when it works) will merely display the encrypted password and not actual password:
Appliance> ShowDedupPassword
