If two environments are to be truely air-gaped and naver have any form of network connectivity whatsoever, then the only option is to use a form a physical digital storage media. Perhaps use tape. Then the process would be: write, eject, transport, load, import.
The backup side could be: backup to appliance MSDP, duplicate to tape. Done using SLP.
The import side would best be scripted.
