Looks like bad config:

"Optimized duplication is not supported when source and target servers are the same"

.

Or maybe an incorrect construct in a CLI command.

I'm not disagreeing with you... but without any other configuration evidence to go on, then it would certainly seem that NetBackup disagrees with you.

NetBackup clearly believes that the current config leads to the instantiation of a duplication job which results in an attempt to duplicate an image whereby the source and target storage server are the same.
