How do i download it from "Entitlement Management System"

You have to download this file NetBackup_8.1.1_Win.zip which contains the wintel binaries. I think from now on we can't install NBU client software on NBU appliance which was later on available on its WEB site ;( not sure why...

According to https://www.veritas.com/support/en_US/article.100041987.html :
Due to a technical issue, the link for the Windows client package has been removed. To obtain the supported Windows x86-64 client package, log in to your Veritas Entitlement Management System (VEMS) account. Software downloads can be accessed from the Dashboard, Entitlements, and Download tabs.
So, no Appliance package. Just regular NBU 8.1.1 Windows package to be installed directly on the Windows clients.

Have a look at the Client Packages bullet point under list item number 4 - looks like the link you're looking for is there.

There is no windows packeage on the link you provided:
it says:
