We currently use NetBackup to backup our VMware servers. During the backup process NetBackup initiates a VMware level snapshot, I know these snapshots are quiesce enabled but was wondering if you knew if they were configured to snap shot the virtual machines memory?

Hello Arsalan,
Netbackup Vmware policy doesn't snapshot the virtual memory; here is a log example of an ESX host receiving a snapshot request from a Netbackup 7.5.0.6 media server:
[2014-02-02 21:49:38.996 F5949B90 verbose 'vm:/vmfs/volumes/5169f87c-c1161573-2e84-d4856447483a/SERVER1/SERVER1.vmx' opID=f9a5b764-53] Create snapshot request received: NBU_SNAPSHOT media_server 1391374178, Created by media_server on Sun Feb 02 21:49:38 2014, false, true

They just make the request to vCenter to perform the snapshot - it is not a NetBackup thing
If i remember correctly the quiece request made ready for the snapshot flushes the memory to disk to make the snapshot consistent
Useful information here explaining more about what vCenter does: http://kb.vmware.com/selfservice/microsites/search.do?language=en_US&cmd=displayKC&externalId=101518...
Hope this helps
