3-way NDMP means that you have more than one NAS appliance - one with tape drives attached and another with no tape drives. Explanation from HCL:
Data travels from disk on an NDMP host to a tape device on another NDMP host. Backup data is sent over the local network. NOTE: The tape drives must be in NDMP-type storage units.
Looking at the Virtual Appliance Documentation, it might not be supported for combined master/media virtual appliance:
You cannot add additional media servers to the NetBackup Virtual Appliance combined master and media server for remote offices and branch offices (ROBO).

The appliance software supports the following additional features depending on the virtual appliance type.
Master server
Adding media servers to the NetBackup domain.
You can add media servers to this master server. The master server manages backups, archives, and restores.
About eval version - this is not available publicly. You need to contact you local Veritas reseller who in turn will need to contact their Veritas SE.
