The client is Windows 2008, and is running Netbackup 7.1.0.3

Just looking through this, I would take a stab in the dark and say that perhaps your client couldn't resolve the name of the storage server, but could resolve the name of the media server and the media server obviously has no problem resolving the storage server. Is your storage server name/IP in DNS or are you using host files?

For some reason it doesn't want to do client side dedupe (although it's definitely trying to), and it doesn't seem like it's getting a specification from the backup policy not too. If you're on anything newer than 7.0, the plugin is built into the client code. The only thing I can think of that would do this is if client side dedupe was disabled for this client. Have you specified for the client to not do client side dedupe in the master server host properties?
Also, it's a very common misunderstanding that just having the box for "disable client side deduplication" in the backup policy unchecked means that the client will be doing client side dedupe. That's actually not the case. You have to go into the properties of the master server to the "client attributes" (I believe that's the section, it's the same place where you choose VSP or VSS as the snapshot method.....can get you a screenshot if need be) section, put in the client name and at the bottom of the right side on the first tab (should be up by default when you in there) you'll have a drop-down box with the options "require client side dedupe", "prefer client side dedupe" and "only use media server dedupe". One note on this, if you select to require client side dedupe and then check the box to disable it in the backup policy attributes, the backup job will fail.
Also, this seems like a decent enough place to include the following. It's a kludgey old .vbs script I put together to read out of a file and turn on client side dedupe for the listed clients. Hopefully it can be of use to someone if for no other reason than the command syntax for remotely enabling client side dedupe:
