Have you looked at the various NBU compatibility lists?  It should be detailed plain as day in there?  Though I dont know why you would want to run 6.5.1, as that is a pretty old and buggy build as is.  6.5.3 or 6.6.1 are pretty good, with a 6.6.1.x coming out soon too i believe.

6.6.1 seemed to really improve on things though in some limited testing I've done and feedback from customers.

PureDisk needs to be minimum 6.6, to be utilized as a storage pool for NetBackup 7 deduplication option.

See page 29 of manual "Symantec NetBackup™ Deduplication Guide Release 7.0" saying this. (same thing mentioned on page 19 and 33 too)

"The destination disk storage can be another MediaServerDeduplicationPool or a PureDiskDeduplicationPool. The destination storage unit cannot be the same as the source storage unit.
If the destination is a PureDiskDeduplicationPool, the PureDisk environment must be at release level 6.6 or later."
