Why we are encountering that issue?
How to prevent that?
What is the root cause of getting that issue?

Are you running non-English locale on the NBU Master?

The term is 'locale'.
That is the language option that is chosen during OS installation and configuration.
On my Windows 10 laptop, I see the following in 'systeminfo' output:
System Locale: en-za;English (South Africa)
Input Locale: en-us;English (United States)
You should be able to verify the same with 'systeminfo' on your Windows 2012 NBU master server.
