(nor am I confident that I'm reading your issue correctly!), but I do remember a similar situation when you look at file sizes within the BAR GUI for System State/Shadow Copy Component files - they are recorded as zero bytes as NetBackup cannot determine their actual sizes.

It was sometime ago that this particular subject was discussed on the forum but, as yet, have not found reference to it.....

& now I have:

https://www-secure.symantec.com/connect/forums/shadow-copy-components-restore-information

& the T/N:

http://www.symantec.com/business/support/index?page=content&id=TECH35840

So it was sometime ago & my apologies if it isn't of relevance!

Have a look at this manual on how to enable AD GRT backups:

Administrator's Guide for Windows, I  http://www.symantec.com/docs/TECH127079

It's the NBU 7 Admin Guide, but it covers NetBackup 6.5.4 and later.

The topic Active Directory granular backups and recovery starts on p. 575 of this manual. Requirements and procedure is explained in detail.

The other option is Windows utilities.

I found the following Microsoft TechNet article:

http://technet.microsoft.com/en-us/library/cc730941%28WS.10%29.aspx

You use the Windows utilities as described by above doc to backup to disk. The disk-backup will then be backed up with normal NBU filesystem backup.
