for restoring in a different location the client to where we want to restore our files must always be added to the policy for the restore process to be successful or we only need to specify the path where we want to restore our files. @Nicolai

you do not have to add the restore host to a policy unless you need to back it up.

As Stefanos said, policies are backup policies, not restore policies.
As long as the backup images is active, you can ask Netbackup to restore it. Also to a alternate location.
If it's a alternative host, some altnames (lookup in admin manual) trickery is required.
