Backup Job failed with EC 213 (no storage units available for use)

Master server: NBU 7.6 : Solaris

Client server : NBU 7.6 : Linux

02/14/2015 03:41:34 - requesting resource ZZZ.NBU_POLICY.MAXJOBS.XXX_FS
02/14/2015 03:41:50 - Error nbjm (pid=20899) NBU status: 213, EMM status: Storage units are not available
no storage units available for use  (213)

Investigation so far :

* Verified that the media server has not been deactivated for the storage unit or units that are unavailable.
* Verified the following attribute settings for all storage units:
* For disk storage units, the Maximum concurrent jobs is not set to 0

* Determined if all storage units are set to On demand only for a combined policy and schedule that does not require a specific storage unit. In this case, either specify a storage unit for the policy and the schedule combination or turn off On demand only for a storage unit.

* If the storage unit is on a UNIX or Linux NetBackup media server, it may indicate a problem with bpcd. Check /etc/inetd.conf on the media server to verify that the bpcd entry is correct.

Please show us the policy config:
bppllist policy XXX_FS -U

and STU config:
bpstulist -U

Check if devices are UP -
for tape, check with this command on the master server:
vmoprcmd

For disk :
nbdevquery -listdp -U
