Backups getting fired without schedule

We have been facing a very strange Issue ..We have archive policies schedule which kicks off every 3 hours.. we take those backups in DSU and later through staging we keep one copy in Primary site and send another copy at DR location.. Problem we are facing is those policies are getting fired very frequently (as soon as it completes it fires autometically).. now we have deactivated those policies and firing them manually directly on tape.. we have taken service restart on master server..removed pempersist file.. issued nbpemreq -updatepolices.. delete old policies are re-create them..almost everything suggested by symnatec.. but nothing seems to work..

As a result Disk is DSU is getting full even image clean up wont clear it

This sounds similar to the problem in this post:

See if a cleanup of client's STREAMS* files under /usr/openv/netbackup/db/images/client on the master server helps.

Please also log a call with Symantec support - this problem has been around since version 3.4 without any real solution... Different things seem to solve the problem (i.e. reinstall of NBU, delete/recreate policy, removing Multiple Data Streams, etc.. etc..). but this problem seems to reappear over and over.

This problem we are facing is..As long as Storage unit is Physical tape library everything works fine..As soon as it is changed to DSU
issue starts occuring again
