What are the Best practices to create a backup policies and what should be avaoid to utilise maximum resources and cost effective ness.

Configuration depends on available resources - number of media servers, physical resources on media servers (memory, cpu), number and type of available tape drives, etc... etc...

Your question is to vague. You do not mention what you are backing up or any environment details such as storage units, amount of data to backup, amount of clients, amount of media servers.
