I want to Install NetBackup server in Windows 7 for temporary purpose. It's system check is successfull and Installation is also successful. According to the Veritas post (https://www.veritas.com/product/backup-and-recovery/netbackup/system-requirements ), any desktop operating system is not in list of System requirement for NetBackup server.
Can I Install NetBackup server in windows 7 and will it be supported by Veritas?

Adding to above two perfect answers, yes it is not possible.
It might be installed and all system checks has passed, but it is not supported by Veritas, that is why it is missing in Veritas Documentation. Because installation is onething and operational dependencies are other thing, there is a possibility some most important features can be unavailable on this OS.

No. Not supported.
Windows 7 is only supported as client.

Short answer, no. You can't run NetBackup SERVER on Windows 7, its not a server operating system.
